You do not have to put every seat on the same tier. Most clients run their leadership and finance people on a higher tier than the shop floor, under a single agreement with one invoice.
Move a seat up or down as roles change. We will tell you when somebody is paying for a tier they are not using — Law 2, and it costs us money to mention it, which is rather the point.
